PS³
The PS³ procurement system is used to facilitate the procurement needs of
large government organisations. The following processes are facilitated by

PS³ is designed to facilitate all the buying office functions (FTC, RFQ,
Bid etc) on a central database and all transactions (Requisitions, IC etc) on
distributed cluster databases.
These databases are synchronised by the PS³ Sync tool. This tool
synchronises all the transactions that have been processed on the Cluster
Server to the Root Server and all the static and buying office data applicable
to the cluster from the Root Server to the Cluster Server.
PS³ allows the buying office to manage procurement centrally and allows the
various clusters to process their transactions on their local cluster servers
(decentralised transaction processing). The advantage of this architecture is
that a breakdown in the network will not prevent the clusters from performing
their daily procurement and inventory control movements, and that the buying
office can manage and draw statistics on a national basis from a single point.
PredCom
PredCom is an accounting and discreet manufacturing package with built-in MRP
scheduling functionality. The name PredCom is derived from “Predicate
Commerce Engine.” The purpose of its design was not to create a
conventional software package for re-selling, but rather to establish an
intricately designed set of database tables and procedures that can be
integrated into new or existing systems to rapidly empower them with solid
financial accounting. The system was developed by Predicate Software to form
the financial backbone for a variety of software solutions – from small
scale to full scale enterprise solutions. Many of the software packages
available from the Predicate Group feature the PredCom financial engine.
iQual
iQual is a procurement tool to assist in the Supply Chain
Management process. iQual complies with the regulations of the South African
Public Finance Management Act, 1999 (Act 1 of 1999) (PFMA), the Preferential
Procurement Policy Framework Act, 2000 (Act 5 of 2000) (PPPFA) and Treasury
Instructions.

iQual incorporates the “Policy to Guide Uniformity in
Procurement Reform Process in Government” published
by the National Treasury in September 2003, as well as the “Framework
for supply management” as per the amendment of the
PFMA.
iQual is designed for a client-server environment. The server hosts the
Microsoft SQL 2000 database, client setup software and manuals. The Predicate
Hosting and Deployment Framework (PHDF) eases the network administrator’s
work by automatically updating client software. iQual can be
deployed on a LAN or a WAN depending on user requirements and geographical
layout.
iQual has been developed with the purpose of assisting the
procurement office in obtaining quotations from all registered suppliers on a
rotation basis.
